What is meant by the term disability?
The Disability Inclusion Act 2014 defines disability as:
'The long-term physical, mental, intellectual or sensory impairment which in interaction with various barriers may hinder the full and effective participation in society on an equal basis with others.'
This definition reinforces the importance of viewing disability as the result of interaction between people living with a range of impairments and their physical and social environment. Disability is not just about he impairment. The onus to break down barriers rests with the whole community.

Why does Council need a Disability Access and Inclusion Plan?
In August 2014 a new act called the Disability Inclusion Act 2014 was passed requiring all Councils in NSW to develop a Disability Access and Inclusion Plan.
For further information on the NSW Disability Inclusion Action Planning Guidelines additional support or information is available via:
What will the Plan do?
The Plan will identify what Council needs to do to help people with disability feel and be more included in the community, and be able to access the same services, facilities and opportunities as everybody else.
Who is responsible for the Plan?
The Plan aims to be positioned as core business and integrated with existing planning cycles, so that employees at every level consider inclusion of people with disability in their projects.
What will Council do with the information from this survey?
The information will be used to identify the barriers that people with disability face locally in accessing Council services and facilities.
The responses received from the survey will also be complimented by previous research and engagement activities such as:
- Social Planning Workshops
- Information Day for People with a Disability
- Disability Support Workshops
The information will be used to set priorities for an action plan that will guide Council towards creating an environment that supports people with disability to be included and involved in the life of the City.
