Background

Have your say on a draft Planning Agreement and draft Explanatory Note for 11 Harp Street and 5 and 11A Elizabeth Street, Campsie. These documents relate to a planning proposal (PP-2024-1399) to amend Council’s Local Environmental Plan and Development Control Plan so a new private hospital and medical precinct can be built.

This proposal

The draft Planning Agreement and draft Explanatory Note describes the public benefits the developer will provide. This includes creating new open space, affordable housing and building public infrastructure works as well as describing how they will be delivered.

The draft Planning Agreement includes delivery of several public benefits, including:

  • Monetary contribution towards:
    • Pedestrian connections between the existing Canterbury Hospital and the proposed private hospital
    • Street improvements including new paving, seating, bins and street trees to Harp Street, Chelmsford Avenue and Elizabeth Street
    • New cycleways and shared paths for pedestrians and cyclists to Charlotte Street and Harp Street
    • Maintenance of community infrastructure
    • Upgrade and/or replacement of existing bus stops around the area
  • Public open space and landscaping
  • Public 1000sqm green space or plaza on the site
  • Works to enable the construction of the development, such as:
    • Construction of pedestrian crossings on Elizabeth Street and Harp Street
    • Vehicle and pedestrian access to the site to enable movement to and from the site
    • Design and construction, or physical works of intersection upgrades on Harp Street
    • Stormwater repair and upgrade works around the site
  • Provision of community floorspace for public health education, medical training and other related uses

Let us know what you think of the proposed benefits in this draft Planning Agreement. Your feedback will be reviewed and could help Council re-negotiate changes with the developer. Any changes to the draft Planning Agreement will need to be re-exhibited to the public.

After we receive your feedback, a report will be prepared and considered at a Council meeting in early 2026. Here, Council will decide whether to finalise the planning proposal and draft Development Control Plan and whether Council should enter into the agreement with the proponent.
