In New South Wales (NSW), a construction compound site licence typically refers to a licence agreement where a construction company or contractor rents a piece of land or site specifically to use as a construction compound during a building project.

This specific licence covers the approved construction work zone. Other stipulations for the management of the construction project and the site, such as construction times and noise mitigation, have been assessed and approved by the NSW Government.

The proposal includes the construction of a three-storey Centre of Excellence on a portion of Terry Lamb Hill at the Belmore Oval Sports Complex.

The new centre of Excellence will include:

• Community change rooms and amenities to support users of Peter Moore Fields
• High performance gymnasium
• Player recovery and rehabilitation facilities
• Improved amenities, including staff parking and improved wayfinding.

Council is not directly involved in this project. The project was approved by the NSW State Government as a State Significant Development (SSD) in April 2025. Council was not responsible for approving the development or associated construction, and all funding has been supplied by the NSW Government and the Bulldogs.

As part of the construction compound site licence which includes public land adjacent to Peter Moore Field, Council is required to formally exhibit the proposed license.

The Bulldogs have been tenants of Belmore Oval for several decades and have an existing lease agreement to 2035. More recently, Council approved a new Heads of Agreement (HoA) to consolidate the current leases and extend their tenure at the site. The proposed HoA was endorsed by Council on 25 February 2025 and was subject to public exhibition.

The key themes emerging from the submissions included:

• Strong community support for enhancing the historic Belmore Sportsground, recognising its rich heritage and the significant role the Bulldogs have played within the community
• Concerns raised about potential disturbances and noise impacts on residents living near Belmore Sportsground
• Managing flood risks with attention on the steps taken to reduce future impacts
• Parking considerations to support the new development, ensuring a positive experience for visitors while minimising impacts on nearby residents.

In June 2025, Council formally wrote to the Minister for Local Government seeking consent for the new HoA and providing all the required documentation as outlined in Clause 47(6) of the Local Government Act 1993. This is currently being assessed by the Minister for Local Government.

Council acknowledges the concerns of residents regarding the impact of construction and operations of the new Centre of Excellence. The Centre of Excellence proposal has been assessed and approved through the State Significant Development approval process.

No, the Edison Lane pathway adjacent to Belmore Oval will remain open throughout construction.

To facilitate the construction of the Centre of Excellence, the existing amenities at Peter Moore fields will be demolished. For this reason, Council will work with existing users of Peter Moore fields to find suitable alternative fields with amenities to use during the construction period.

The new Centre of Excellence will include community change rooms and amenities to support users of Peter Moore Fields.

Members of the public will not have pedestrian access to Peter Moore fields through Tudor Street during construction of the project. Pedestrian access will be available via Thorncraft Parade.
