As our community’s needs evolve, City of Canterbury Bankstown (Council) recognises the need to also evolve the way community facilities are used and managed.
To support the vital work of our local non-profit sector, Council offers subsidised access to community spaces. These subsidies are available to organisations that prioritise public benefit over profit, ensuring they can continue to deliver essential services to our community.
The Community Facilities Policy provides a framework for how Council will fairly and efficiently manage and allocate its community facilities to community groups through leases or licences. Council recognises the important social benefits these groups provide to the Canterbury-Bankstown community and supports them by offering subsidised spaces.

This Policy applies to community facilities that are Council-owned or controlled for which a tenanted space has been deemed suitable for community organisations. The Policy excludes facilities covered by commercial leasing or licensing arrangements, any casual or regular hire of Council facilities. Seasonal hire of sporting grounds or fields are also excluded from the Policy.

To the leasing or licencing of community facilities where the existing occupancy agreement or arrangement has expired, is due to expire, or where a long-term existing tenant is not currently covered by a formal agreement. |
Council facilities covered by commercial rental, leasing or licencing arrangements. |
|
To a facility that becomes available for community use through vacation by the existing occupant or when the existing occupant is not using it to its full capacity or total available hours. |
Bookings for casual or regular hire of Council facilities and casual and seasonal hire of sporting fields and grounds. |
|
To a specific, purpose-built Council facility exclusively used by a single user that is no longer being used for the specific purpose or is not used as originally approved. |
Individuals, private or family use, religious groups in the practice of their religion, use by a business or commercial organisation and political organisations. These groups are not eligible for lease or licence of a community facility but may hire facilities in accordance with hiring guidelines. |

When Council acquires, constructs or makes available a new or existing Council asset for use as a community facility. |
