Background

Council is seeking community feedback on its reviewed Naming Policy, which sets out how Council names parks, reserves, public spaces, roads, buildings and facilities under its care and control.

The Policy ensures naming decisions are:

  • Consistent and transparent
  • Aligned with legislative requirements, including the Geographical Names Act 1966 and Roads Act 1993
  • Reflective of local history, culture and community values

The review does not change how most naming decisions are made. Instead, it focuses on clarifying Council’s position in specific circumstances where clearer guidance is needed.

This proposal

As part of the review, Council has added a new section called 5.3.2 – Private Roads.

In recent years, there has been an increase in development, with more developers asking for private roads to be officially named. The previous Policy did not clearly explain when private roads should or should not be named, which caused confusion for applicants, the community and Council.

The new section has been included to:

  • Clearly explain when private roads can be named
  • Make clear when private roads should not be named
  • Ensure alignment with NSW addressing and naming rules
  • Support Council in making consistent and informed decisions

This update provides clearer guidance, reduces confusion and helps ensure fair and consistent decisions as development continues across the Local Government Area (LGA).
