Background

In 2019, City of Canterbury Bankstown (Council) adopted the Canterbury-Bankstown Local Strategic Planning Statement (LSPS), Connective City 2036. The plan sets out the strategic land use and transport vision for Canterbury-Bankstown and identifies the need for place-based and design-led master planning for precincts across our City. Council has been planning for the future of several local centres by preparing master plans that aim to ensure our centres are safe, prosperous and attractive places the community is proud of.

Planning for Belfield

In 2021, Council began developing a Master Plan for the Belfield small village centre to set a new vision and guide future change and development.

In 2022, we worked closely with the community through workshops, an online survey with an interactive map, and in-person pop-up sessions to gather feedback for the plan.

Council continued developing the draft Master Plan based on the community’s feedback.

However, in late-2023 and early-2024, the NSW government announced changes to planning frameworks and introduced the Transport Oriented Development (TOD) and the Low to Mid Rise Housing (LMRH) programs. Since then, we focussed on presenting alternative approaches for areas affected by the TOD and LHMR such as Bankstown, Canterbury, Belmore, Lakemba, Punchbowl and Wiley Park centres.

Council will now continue to work closely with our community to develop and finalise the Belfield Small Village Master Plan.

    Planning Proposal

    If supported by Council, staff will prepare a Planning Proposal to implement the Master Plan. A Planning Proposal will formally change the planning controls (including land zoning, building heights and other controls) applying to the centre. This Planning Proposal will be submitted to the Department of Planning, Housing and Infrastructure for a Gateway Determination, seeking approval for public exhibition.*

    *Before a planning proposal goes on formal exhibition, it must go through the ‘Gateway Process’. The ‘Gateway Process’ refers to assessment of the Planning Proposal by the NSW Department of Planning, Housing and Infrastructure.

    A ‘Gateway Determination’ is issued when the NSW Department of Planning, Housing and Infrastructure decide that a Planning Proposal can progress to the next stage of the plan making process.

    Exhibition of Planning Proposal

    Provided the Department of Planning, Housing and Infrastructure issue a Gateway Determination, the Planning Proposal will be placed on public exhibition for further community consultation.

    Council staff will consider all the submissions received following the public exhibition of the Planning Proposal.

    Finalisation

    The final outcomes of the community consultation will be reported to Council and the Planning Proposal will be sent back to the NSW Department of Planning and Environment for finalisation and implementation.
