Background

Padstow Park, located at 24 Davies Rd Padstow is classified as Community Land under the Local Government Act 1993 (the Act) and is categorised as a sportsground.

The subject site is classified as Community Land, and as such, the granting of a Licence for the purpose of operating a sporting organisation, is consistent with both the core objectives for the land as described in the Local Government Act 1993 and Council’s Generic Plan of Management.

Bankstown District Amateur Football Association demonstrated a significant advocacy and enabling role in the delivery of the new amenities building, contributing to the successful securing of grant funding from the NSW Office of Sport under the Greater Cities Sport Facility Fund.

Bankstown District Amateur Football Association (BDAFA) is a not‑for‑profit community sporting association and the peak body responsible for administering and coordinating amateur football competitions within the Bankstown district. Affiliated with Football NSW, BDAFA supports junior, youth and senior participation and works in partnership with stakeholders to optimise the use of community football facilities

Proposal

Council proposes to grant a Licence to Bankstown District Amateur Football Association to manage and deliver the administrative operations of a football association, including but not limited to game day coordination, training and oversight of staff and volunteers, and the organising and hosting of events and fixtures involving other football associations.

Below are information relating to the proposed licences for the Clubroom, the amenities block and the synthetic field.

🔴Padstow Park Synthetic Field

As the peak football association in the district and primary user of Padstow Park, BDAFA is best placed to coordinate the day-to-day use of the synthetic fields. Based on the reported utilisation data, the Padstow Park synthetic field records an estimated 1,850 hours of structured use per annum, including community tournament activity. This indicates a high level of football activity across competition, development, representative and community use.

  • 19 grassroots community clubs access the synthetic throughout the season.
  • An average 200 competitive grassroots fixtures have taken place at Padstow Park over the last 2 years.
  • Community development programs are delivered weekly throughout the year, accounting for approximately 150 hours of field usage.
  • The BDAFA representative program utilises the synthetic field for approximately 15 hours a week across 40 weeks.
  • Two recurring weekly hires operate across morning periods and Sunday evenings, totalling approximately 12 hours per week or approximately 480 hours per annum.
  • On average, three schools hire the field each week, equating to approximately 150 hours of usage per year.
  • The field is hired on approximately four occasions per year by community groups hosting multicultural football tournaments.

Bankstown District Amateur Football Association allow open access to the synthetic field for the general public so they are able to connect with family and friends and increase physical health outcomes in an inclusive space.

Bankstown District Amateur Football Association and associated Clubs were instrumental in successfully securing grant funding for the synthetic field which enabled Council to furnish Padstow Park with a superior surface for the community and wider public.
