Background

We are working with the NSW Government to prepare a site-specific Development Control Plan (DCP) that will guide the design and layout of future housing within Stage 1 of the Riverwood Estate. Stage 1 applies to a single block within the north-eastern corner of the estate, facing Belmore Road and Washington Avenue. Please see the map below, the red box shows the area this draft DCP impacts.

The NSW Government originally proposed renewal of the site in August 2022 as part of the State Significant Precinct (SSP). The rezoning associated with the site was amended and went on public exhibition from 8 March–8 April 2024 and was finalised in July 2024.

The NSW Government’s original proposal covered an area of 30 hectares delivering close to 3,900 homes. Following extensive community consultation and further review, the proposal was scaled back. The proposal was revised to focus on a portion of the Riverwood Estate near the north-east corner and includes 420 new homes, with 50% dedicated to social and affordable housing. The revised proposal also includes:

  • Changes to density and building design to support new residential flat buildings
  • Retail shops and a supermarket
  • Realignment of Virginia Place with a shared cycleway and pedestrian path (Page 11-15 in the Draft DCP)

The SSP process resulted in the following changes to Local Environmental Plan controls for the site:

  • Increase to the maximum building height to 42 metres (12 storeys)
  • Increase to the maximum Floor Space Ratio to 2.2:1
  • Permitting retail uses like a neighbourhood supermarket, small shops and food and drink premises. These retail uses have a Floor space cap to manage their impacts.

Homes NSW is now preparing a development application to commence staged development of the precinct. To ensure that development aligns with Council’s objectives and strategic intentions, we have prepared a site-specific DCP that will be used to guide the design of the future development.

Why is Council exhibiting a Draft DCP for Riverwood Estate?

Council is preparing a DCP to help shape the future development and design of the Riverwood Estate. The Draft DCP builds on NSW Government decisions on the number of homes as well as the height and size of buildings. The Draft DCP focuses on how Council guides the look, feel and function of the neighbourhoods within the parameters defined by the state government.

Think of the future Riverwood Estate development (like building height, floor space, and zoning) as a fixed block of clay — these aspects have already been determined by the State Government and cannot be changed.

What Council can influence is how these fixed blocks of clay look: how buildings, streets, parks and public spaces will be developed

This is where the DCP comes in. It provides site-specific, detailed design controls to ensure new development contributes to a safe, attractive, connected and sustainable neighbourhood.

It determines how:

  • The buildings and public spaces are designed
  • Walking and cycling is located
  • New publicly accessible space and trees will be integrated
  • Buildings and their surroundings create safer, more engaging public places
  • Water management, climate resilience and tree canopy targets will be addressed.

These controls ensure that development in Stage 1 of the Riverwood Estate will reflect community values, respect the natural and cultural setting and a support diverse and thriving population.

Let us know what you think of the Draft DCP for Stage 1 of this development by submitting your feedback below. Your input can help shape the way future neighbourhoods are designed — from the types of buildings to how people live, move around, enjoy parks and play in public spaces.

All feedback received will be reviewed by Council to inform the final version of the DCP. Following the end of the exhibition, a report containing the revised DCP and a summary of community submissions will be presented to Council for consideration. A decision on the DCP is expected to be made by Council in the second half of 2025.

Once the DCP is in place, Homes NSW can lodge development applications for the redevelopment of the Stage 1 site.
