Have your say on a draft Planning Agreement and draft Explanatory Note for the site at 1 Leicester Street, Chester Hill (Chester Square). These documents relate to a planning proposal (PP-2024-548) to amend the Council’s Local Environmental Plan and Development Control Plan to allow a new mixed-use development on the site.

The draft Planning Agreement and draft Explanatory Note describe the public benefits the developer will provide. This can include monetary contributions, donating land and building public infrastructure from the planning proposal.

They also explain how the developer will deliver these benefits. The draft Planning Agreement plans to deliver several public benefits, including:

  • A publicly accessible 2,800sqm plaza
  • A 2,000sqm community facility
  • Street improvements to Waldron Road, as well as the enhancement of Frost Lane and Charles Place
  • Installation of traffic lights at the intersection of Waldron Road and Priam Street (subject to Transport for NSW approval)
  • 3% of residential floorspace to be used as affordable housing
