We are seeking community members to join a Community Voice Panel and give input into a planning proposal for 1 Leicester Street, Chester Hill, also known as 'Chester Square’.

This Community Voice Panel will provide ideas and feedback on the proposal during two meetings at 6-8:30pm, Wednesday 7 and Wednesday 21 May 2025. The panel’s input will be considered carefully by Council, which is the authority responsible for deciding on this planning proposal.

If approved, the proposal intends to deliver:

  • A new community hub
  • A new community town plaza
  • Public domain street improvements along Waldron Road
  • A new active laneway along Frost Lane

Expressions of interest for the Community Voice Panel will be assessed on:

  1. Familiarity with Chester Hill;
  2. Representation of a range of perspectives from within the local community;
  3. Proximity of home or workplace to Chester Hill;
  4. Ability to express views clearly and respectfully (language/interpreter support is available, as/if required);
  5. A demographic mix that reflects the community; and
  6. Availability to attend workshops

What is Council’s role?

Council is responsible for assessing this proposal, managing its planning aspects and ensuring that the community is informed and has opportunities to provide input and feedback. We want to hear the community’s input on the proposal as well as their views on how it will impact and benefit the community.

By actively involving residents, businesses and other stakeholders, we aim to identify potential community benefits and better address local needs.

Key features of the proposal include:

  1. Delivering more retail floor space
  2. Delivering more affordable housing
  3. Ensure that no employment floorspace is lost
  4. Providing the community with new open space

What has happened so far?

  • The applicant submitted a planning proposal to change the planning rules for the site.
  • Council supported moving this proposal forward to the State Government for a “gateway determination,” which is yet to be received.
  • The gateway determination requires that the proposal be exhibited for public comment, with Council considering this feedback before deciding whether the proposal goes back to the State Government.

Council has been working with the project applicant to ensure community needs and concerns are prioritised. The Community Voice Panel will help us evaluate the proposal and inform our decision-making.
