Update on Draft Community Facilities Policy

The below provides an overview of our engagement and what we heard.

What we heard

During the exhibition period, Council received 24 submissions and 2 direct emails. The majority of submissions (99%) acknowledged Council’s commitment to transparency, noting that the draft policy was comprehensive and thanking Council for the opportunity to provide feedback. One organisation did not support the principle that user organisations would contribute to the cost of providing the facility, including associated management, maintenance and minor improvements.

Overall, feedback largely focused on requests for clarification around maintenance obligations, capital investment, and rental fee categories. It also included minor suggestions to improve the draft Policy, particularly by providing greater clarity where needed and identifying areas for minor amendment.

Council notes that many of the concerns raised in submissions are anticipated to be addressed through subsequent engagement with individual organisations, particularly as Council progresses discussions on proposed lease or licence agreements and is able to provide greater clarity on specific terms and conditions.

Next steps

As a result of the feedback during the public exhibition period and further internal review, the following amendments were made to the Policy:

  • Clarification of ambiguous language in the Maintenance schedule;
  • Amendment to requirements for capital contributions to include considerations for past investments and the inclusion of a simplified table detailing the standard of evidence required;
  • Clarification of the criteria considered by Council for the multi-purpose or shared use of facilities.
  • Clarification for rental fees categories, including additional detail to explain how rental fees contribute to the ongoing operation, maintenance and management of facilities;
  • Clarification of utility charges/levies and shared-use adjustments including how costs may be apportioned in shared facilities or where individuals metering is not available.
