Background

All councils are required to produce a range of plans known as Integrated Planning and Reporting (IPR) documents. These documents bring together various plans to identify the highest priorities for the City and Council. These plans reflect that the City is constantly changing and that decisions made now may have a long ‘lead’ time before they are realised in the future.

At the 29 April 2025 Ordinary Meeting Ordinary Meeting, Council authorised the exhibition of these documents.

We are seeking your feedback on the following.

  • CB2036 – Community Strategic Plan for the City;
  • CBCity 2029 - Delivery Program 2025-29 and Operational Plan 2025/26;
  • Financial Management Strategy 2025-35;
  • Asset Management Strategy 2025-35;
  • People Strategy 2025-29; and
  • Community Engagement Framework, Charter, Policy and Toolkit.

The exhibition period is open from Monday 5 May to Sunday 1 June 2025.

This exhibition

The Community Strategic Plan (CB2036)

CBCity 2036

The highest-level plan that a council will prepare. Identifies the community’s - not Council’s - priorities and aspirations for the City. This document has been revised and considered feedback from the community in February 2025. Read more about that here

This is a great plan to look at if you want to know where the City is heading and key local, state and national stakeholders that will play a role in making it a reality.

CBCity 2029 and Resourcing Strategy

  • CBCity 2029 the Delivery Program (2025-29) demonstrates how Council will deliver on making CB2036 a reality and the priorities for Council during its term of office. The Operational Plan (2025/26) identifies specific services and projects for 2025/26. It also sets rates, fees and charges and provides the detailed budget for the year. This document has been newly prepared.
  • The resourcing strategy for Assets, Finance and People - ensures that the necessary resources are available to implement the Delivery Program and Operational Plan. These documents have been newly prepared.

Draft Community Engagement Framework, Charter, Policy and Toolkit

The Community Engagement Framework, Charter, Policy and Toolkit detail Council’s commitment to ensuring better decision making through engagement with the community that is timely, open, clear, accessible, responsive and inclusive.

The Charter has been newly prepared, while the other documents have been revised.
