The Integrated Planning and Reporting (IP&R) framework is used by all NSW councils to connect community goals with council actions and budgets. As part of this framework, the IP&R Documents Suite is a collection of key planning documents that guide the activities of CBCity, ensuring the needs of the community and are met by the long-term vision for the City.

It includes the:

• The Community Strategic Plan (CB2036): describes the community’s vision and aspirations for a period of ten years or more
• Delivery program (Council term): what Council will do over four years to achieve its goals and objectives stemmed from the Community Strategic Plan
• Operational plan (prepared annually): detailed actions and budgets for the next operational year
• Resourcing strategy: how Council will manage its people, money and assets to support the plan, it includes the:
  • Financial Strategy (ten-years)
  • Asset Strategy (ten-years)
  • People (Workforce) Strategy (Council term)
• Community Engagement Framework, Policy, Toolkit and Charter: helps Council engage with the community throughout the planning process

The IP&R documents must be reviewed regularly to monitor progress towards projected outcomes and must be reviewed following a Council election. The new and reviewed IP&R documents that are up for public exhibition currently are:

• CBCity 2029 – incorporating the revised Delivery Program 2025-29 and Operational Plan 2026/27
• The Asset Management Strategy 2026-36
• The Financial Management Strategy 2026-36

Your responses will help update the community’s aspirations and priorities for our City. All input will be reviewed and considered carefully.

Printed copies of these documents can be viewed at Council libraries and our Customer Service Centres, located at:

• Bankstown - 66-72 Rickard Road, Bankstown, 10am-3pm Monday-Friday; and
• Campsie - 137 Beamish Street, Campsie, 10am-3pm Monday-Friday.

Printed copies will also be available by contacting the Integrated Planning team on 9707 9000.

All feedback is reviewed by Council at the close of the exhibition.

Written submissions are acknowledged and will receive a response from Council. A summary of written submissions is presented as part of the Council report to adopt the documents.
