Stage 3 Engagement and Adoption of Campsie Town Centre Master Plan

In February and March 2022 Council undertook further community engagement on the Campsie Town Centre Master Plan.

Campsie Town Centre Master Plan was adopted at the 24 May 2022 Ordinary Council Meeting.

Council staff will now prepare and submit a Planning Proposal to the NSW Department of Planning and Environment based on the Master Plan. NSW Department of Planning and Environment will assess the proposal. As part of this assessment, there will be a formal exhibition process. This formal exhibition process will allow community members to provide feedback. Council staff will also prepare and exhibit a Development Control Plan concurrently with the Planning Proposal.

Council staff will engage with NSW Government agencies to advocate for and work collaboratively on the realisation of the Campsie Town Centre Plan, including State Government investment in local infrastructure.

    Community members can leave a voicemail in their language, and a Council representative who speaks their language will call them back. The hotline will be open from 14 February to 28 March.

  • Speak to a planner

    A planner will be available to talk about the Master Plan at Campsie Library from 9.30am to 4.30pm on Tuesday, Wednesday and Thursday until 28 March.

Community drop-in sessions

Council is also undertaking targeted engagement with landowners who addressed the Panel and planning proposal applicants in line with the Local Planning Panel’s recommendations. Council has appointed an Independent Town Planner and Independent Urban Designer to review submissions by landowners/applicants and recommend a way forward for these sites. The Independent experts appointed by Council are:

  • Independent Town Planner, Tim Moore (More Urban). Tim Moore is an urban planner and urban designer and has held positions as the planning director at Marrickville/Inner West Council, Deputy CEO and Director City Economy and Growth at Liverpool City Council and most recently as the Greater Sydney Commission’s Executive Director, accountable for setting the long-term strategic planning agenda for Greater Sydney. Tim was formerly a State appointed member of the Sydney Eastern City Planning Panel for a seven year period from its inception. He combines detailed understanding of the inter-play between statutory planning, development and design excellence in relation to built-form and public realm. He has previously provided strategic planning advisory services to council in relation to the Canterbury Road Corridor and council owned assets in the Bankstown City Centre.
  • Independent Urban Designer, Steven Anders (LFA). Steve Anders is a Director of LFA in urban design and architecture, with experience in a range of town centre urban renewal projects including Green Square Town Centre, Fairfield Centre urban design studies and more recently, the Beverly Hills Masterplan. He has a demonstrated capability in the design review of landowner proposals to inform the finalisation of masterplans, having engaged with stakeholders and landowners as part of previous masterplan projects. Steve is also knowledgeable about other centres of Canterbury Bankstown, having completed an urban design review of seven local centres to inform the Draft Consolidated DCP. Steve brings to the review process adeptness at working from the strategic level down to detailed design, commitment to design excellence and sustainability, and a balanced approach to the delivery of public benefit and the realization of development potential.

The Independent Town Planner and Urban Designer will prepare a Joint Report. This report will be considered with feedback received during the further community engagement to be undertaken in early 2022.
