City of Canterbury Bankstown (Council) is inviting community feedback on the Draft Hoardings and Scaffolding Local Approvals Policy (the Policy) and Guidelines.

Background

This Policy reflects Council’s commitment to public safety by ensuring temporary structures built on, above or next to Council-owned land allow for the safe movement of vehicles and pedestrians and the protection of public infrastructure, whilst minimising impacts on the City’s appearance. Approval for these structures is required under s68 and s94 of the Local Government Act 1993 and s138 and s139 of the Roads Act 1993. This Policy should be read in conjunction with the Hoardings and Scaffolding Guidelines (the Guidelines).

Council has reviewed the Policy and Guidelines and no changes have been made to them.

This public exhibition was endorsed at the Council meeting on Tuesday, 16 September 2025 (see Item 7.3, page 3).

About this Policy and Guideline

The Hoardings and Scaffolding Local Approvals Policy and Guidelines outline the requirements for obtaining Council approval to construct a temporary structure on, above or next to a public place within Canterbury-Bankstown.

The Policy provides Council’s position on temporary structures in relation to the design, approval, maintenance and regulation of hoardings and scaffolding. It also aims to protect Council’s footway and road reserve from building site hazards by minimising risks on traffic movement, public safety and pedestrian access.
