Council is working on a draft Precinct Plan for the Punchbowl and Wiley Park Village Centres and is seeking your input to help shape their future.
The NSW Government has introduced the Transport Oriented Development (TOD) Program and Low to Mid Rise Housing Program, which proposes changes to planning controls within an 800-metre radius of identified metro and train stations. Punchbowl and Wiley Park have been announced as TOD precincts.
To better suit the needs of our community, we are developing an alternative approach to meet the aims of the TOD and Low to Mid Rise Housing Program for new housing, but more importantly, would also take a more holistic view of planning for Punchbowl and Wiley Park.
As part of the TOD Program, the NSW Government has set a deadline of June 2025 for Council to finalise local planning for Punchbowl and Wiley Park. While Council remains committed to preparing a Precinct Plan for these centres, the introduction of the TOD Program has shortened our timeline and requires us to deliver equal or greater housing than what the NSW Government has proposed.
Our concern with the TOD Program is that it takes a “one-size-fits-all” approach, which may not deliver the best outcomes for our community.
Council is developing a Plan, offering an alternative to the NSW Government’s TOD Program. Our Plan aims to support public space improvements, and focus on responsible growth, ensuring new developments come with the right infrastructure and community benefits.
Your feedback will help shape this Plan to ensure it is tailored to local needs.
In 2019, we completed our Local Strategic Planning Statement Connective City 2036, which identifies our vision for Canterbury-Bankstown, including a centres-based approach to growth. This approach focuses future job creation and housing development in existing centres with strong infrastructure and transport links. To manage this growth effectively, we are developing a Council-led plans to ensure our centres become vibrant, prosperous, and attractive for the community.
Council adopted a 50,000 dwelling delivery target by 2036. Of this dwelling delivery target, a total of 9,100 dwellings are allocated to Council’s 12 Village Centres, which includes Punchbowl and Wiley Park. We are committed to ensuring that 80% of new housing is concentrated in well-serviced, connected centres to protect suburban areas.
Council’s Plan will align with the TOD Program's goals for new housing but will also focus on employment, open space, community needs, heritage, transport, and environmental constraints. We believe this place-based approach is essential for ensuring that Punchbowl and Wiley Park develop into communities that our residents will take pride in.

Implementation
If supported by Councillors, CBCity will formally make a submission to the NSW Government. The NSW Government is responsible for deciding on changes to planning controls in Punchbowl and Wiley Park.
In any case, we will also prepare amendments to our Development Control Plan and undertake more detailed public domain planning to support any changes to planning in Punchbowl and Wiley Park. These will provide more detailed guidelines for future built form and involve further engagement and consultation with the community.
