We’re proposing some changes to the Canterbury-Bankstown Development Control Plan (DCP) 2023, Community Participation Plan and Canterbury-Bankstown Local Infrastructure Contributions Plan 2022.

These proposed changes were presented at Council’s Ordinary Meeting on Tuesday 29 April 2025, who resolved to exhibit these changes to the public and receive feedback.

We’re proposing these changes to:

  • reflect changes to the NSW Government’s planning policies and guidelines,
  • address issues identified after we combined the former Bankstown Council and Canterbury Council DCPs,
  • make minor administrative and technical corrections.

This proposal

Canterbury-Bankstown Development Control Plan 2023

The key changes to the Canterbury-Bankstown DCP 2023 propose to:

  • introduce new controls to guide the upgrade of older communal bin storage areas to meet current standards,
  • introduce new controls to ensure external building materials used for new buildings in centres and high density residential areas do not cause unacceptable glare,
  • update existing controls for boarding houses and co-living housing to align with NSW Government planning changes,
  • tidy up issues relating to the consolidation of the former Bankstown Council and Canterbury Council controls,
  • make other minor administrative updates.

Community Participation Plan

The key change to the Community Participation Plan proposes to remove the requirement to publish planning exhibitions in a local newspaper as Canterbury-Bankstown no longer has a local newspaper. Should a new local newspaper be established in the future, Council may consider reinstating this requirement in the Community Participation Plan.

Canterbury-Bankstown Local Infrastructure Contributions Plan 2022

The key change to the Canterbury-Bankstown Local Infrastructure Contributions Plan 2022 proposes to clarify that a contributions levy applies to modification applications where applicants seek to modify consents granted by the NSW Land and Environment Court.

The proposed changes will be on public exhibition from Monday 19 May – Monday 23 June 2025 online and in person at the Bankstown and Campsie Customer Service Centres from Monday-Friday, 10am-3pm (public holidays excepted).
