WSU Milperra Planning Proposal – Exhibition of Draft DCP and VPA

Council welcomes you to Have Your Say on the Draft Development Control Plan and Planning Agreement in connection with a Planning Proposal to amend the current Canterbury Bankstown Local Environmental Plan (CBLEP) 2023 in relation to the Western Sydney University Milperra site.

During the Ordinary Meeting held on 23 August 2022, Council resolved to not support the Planning Proposal for the designated site. Despite this, the developer, Mirvac Residential (NSW) Development Pty Ltd, pursued a comprehensive Rezoning Review with the Department of Planning and Environment.

Resulting from these efforts, a Gateway determination was formally issued on 1 June 2022, effectively transferring the jurisdiction of decision-making to the Sydney South Planning Panel.

While Council no longer holds authority as the decision-making entity, it determined on 23 August 2022 to formulate a preliminary draft of a Planning Agreement and a site-specific Development Control Plan (DCP). These documents were subsequently exhibited in conjunction with the Planning Proposal from 1 to 29 November, 2022. Following the exhibition phase, subsequent amendments necessitated a re-exhibition of the aforementioned documents.

The primary objective of the Draft DCP is to facilitate positive developmental outcomes by providing a list of controls and key design considerations for the site. In addition, the Draft Planning Agreement is to facilitate an array of public benefits, encompassing the dedication of land, road infrastructure development, augmentation of open spaces, restoration of the community centre, contributions to affordable housing, and other key elements.
